What is a Pre-Feasibility?

A pre-feasibility review gives you a clear, early look at what’s realistically possible with your property before you spend serious money on surveys, engineering, or permit applications. It helps answer key questions like: How many homes could fit here? What are the zoning and code limits? Where are the risks that could cost me time or money later?

By doing this step first, you avoid chasing unworkable ideas, get a realistic picture of your property’s highest and best use, and make smarter decisions about whether to move forward, hold, or sell.

What’s Included in a Pre-Feasibility?

Step 1:Address investigation

Step 2: Review property and unit access. 


Step 3:Code research to determine max yield (number of units)


Step 4: Market study. Comparable home sales based on unit types allowed on the lot and lot yield Opinion of future values 


Step 5:High level financial underwriting 


Step 6:Determine if project is financially feasible (stop / proceed)


Step 7:If a go, proceed to look at utilities in more detail 


Step 8:High level utility research, who are the providers, are any major improvements required?

· Septic, is infill development allowed on septic in the jurisdiction?


Step 9: Determine if project is financially feasible (stop / proceed) If a go, proceed to review environmental items 


Step 10:High level environmental impact review 

· Wetlands Present?

· Critical Areas Present? 

· Stream Buffers? 

· Steep slopes?

· Significant Trees on Site? 


Step 11:Determine if project is financially feasible (stop / proceed) If a go, proceed to analyze development standards in more detail.  


Step 12:Analize development standards based on HBU

· setbacks 

· FAR / max number of units, size and type 

· Hard Surfaces Maximum (concrete / paving / walkways )

· Lot coverage Maximum / max buildable area / envelope (buildings) 

· Impervious Surface Maximum (buildings + hard surfaces) 

· Open Space Requirement 

· Height Maximum 


Step 13:Pre-feasibility wrap up package

After Pre-Feasibility

  If you have completed the pre-feasibility review, the results will give you an early understanding of what your property can support. If the outcome is favorable and no additional major unknowns outside the scope of pre-feasibility are identified, you may be ready to move forward into our full development services package.


The full development services package includes a more in depth feasibility which builds on everything reviewed in pre-feasibility, but goes much deeper. It verifies site conditions, utilities, surveys, soils, title, critical areas, and agency requirements, while refining budgets, schedules, and development options. This step provides the detailed due diligence needed to make confident decisions, secure financing, and prepare for permitting.


The full value of the pre-feasibility will be credited towards the full development services package.
